Why did the volume done with segwit rise to around 80% when the portion of block as segwit is still only around 40%?

I was trying to figure out how many extra tx BTC can do vs late 2017 and found this chart which confused me...

Is someone faking volume... I don't want to say that someone is faking volume, but this doesn't look natural.
