Why did the volume done with segwit rise to around 80% when the portion of block as segwit is still only around 40%?

The Federal Reserve’s recent decision to halt plans for rate hikes may be just one indicator of a downturn in the global markets. The Fed has already indicated it’s taking a “wait and see” position on the economy before raising rates and cutting back the US money supply. And across the world, recent developments in the financial sector may have proved the Fed’s caution to be the right move.
Pierre Rochard is a New York-based Bitcoin advisor to institutional investors, and says the world’s largest cryptocurrency has key advantages that make it an attractive asset class for the uber rich.

A fun little memory about blockchain.info
They used to use random.org to source the randomness when generating private keys. However they made their requests over http, not https (which is bad enough in its own right). BUT.... funnier still is that for an entire year the website would only respond to requests made over http with something along the lines of "Stop using http!" and this same text was used as a source of "randomness" for them for an entire year.
Hilarious!
Recently they have started making you choose between bitcoin and bcash when querying their database.
Bcash is the first option of course.

So how much transaction space did Segwit really add?
I know before estimates were the equivalent of formerly 4x the # of transactions at 100% adoption. Is that still correct?
And does anyone know what time of capacity increase is seen at 50% segwit adoption (which is the current situation) - last I remember it increased significantly at full adoption which is why I’m curious how much increase with where we currently are.
