He or she is a scammer who charged back funds on Google Pay after receiving Bitcoin Cash. He or she has since taken down the google pay offer after charging back the funds.

I will take some responsibility too and should have not released the bitcoin cash so soon. I just talked with Google Support who verified my assertion that the sender was the one who asked for the payment to be canceled.
