I'd love to have a plug-in for electron or a checkbox in a mobile wallet that sends +2.1% of my transaction amount to a Dev fund.

I would leave this checkbox checked almost all the time. I'd love it if it went to some known vanity address that we all could look at and enjoy the transparency of seeing how it's spent. How it would be comptrolled and by whom is nothing but a solvable problem.
