Would it be possible for an organization on par with a Nation State to forcibly subvert (tax) Lightning Network funds to support war?

Conceivably, couldn't they just open a LN hub and force all tx for their domain to go through their government hub and just take their cut out of the tx?

Basically, I'm worried that once it becomes impossible to tax income because of crypto governments will begin increasing taxes on physical assets but with LN couldn't they just keep business going as normal?

That's hardly the future I want to work toward.
