Are there conceptional differences between SmartBCH and RSK?

RSK https://www.rsk.co/ is a EVM compatible sidechain pegged to Bitcoin and it looks to me SmartBCH aka MoeingChain is basically the same but pegged to Bitcoin Cash.

What are the functional/conceptional differences?
