Question about block size debate

Question is why block size should be a fixed number?

I know the argument of btc is to keep the blocks small to ensure that the blockchain can be shared with a lot of nodes to ensure decentralisation. This however handicaps the capability for transactions, and as we know has driven up fees. Bch solves this with bigger blocks which (allegedly, potentially could) hurt decentralisation cause storage capacity is limited on pcs.

Why not let miners compete to make the smallest possible block with all the transactions in the time frame? This ensures all transactions get processed, and keeps the blocks as low as possible but as big as needed?
