Bitcoin Cash P2P electronic cash for 48% of the world. What about the other 52% who don't have internet access?

Is there a way or will there be a way for people to use Bitcoin Cash without internet. Why don't you print Bitcoin Cash paper encrypted smart bills so that everybody can use it?
