If bch was majorly successful funding problem would resolve by itself. There would be strong companies dedicating work to bch, giving ABC devs generous consulting contracts, people would donate, devs would get a lot of money for conference talks.
Every single successful open source project can fund its developers this way. That bch can't just means it is not successful enough.
With success I mean adoption. Users. Business.
Implementing a tax doesn't help success, it it harms it. And as long as bch has no success, it doesn't need developers creating scaling solutions. The existing software is fine for a long path of success.
What bitcoin.com does is much more important success - and with it developer funding - than the work of infrastructure devs.
