BTC safe for extortion demands?

I received a unique email that contains my 2012 LinkedIn email and password in plain text; and is followed by extortion demands with the BTC payment address: 19UpwK5WMySjBHAJ3zFMe62bYKFZ9NXHnj

The only way this is “safe” for an extortionist is if the payment address is a “cold wallet”, yes? And even in a “cold wallet” situation, as soon as the payment is used in a future transaction then there will be a record of the actor?

What ought a person do if there are extortion demands upon them with a BTC address attached?
