Why aren't BitcoinCore blocks coming at 20 min like everyone said?

Can someone please explain why aren't BitcoinCore blocks happening at 20 minutes or more? Everyone explained that halving would lead to miners exiting and coming back to BitcoinCash and BitcoinCore blocks halting to a standstill.
