Why are internet upload speed requirements multiplied by the number of hops required to propagate a block?

I was looking at this old website for calculating bandwidth requirements for running a node, and when looking at an explanation of the calculations, upload requirements are also multiplied by the number of hops required for the block to fully propagate over the network. Why is this the case? How do upload requirements have anything to do with the number of hops required for data to reach all nodes? Shouldn't it just be multiplied by the number of peers, and that's it? I don't have a lot of knowledge about Bitcoin, so this confuses me.
