I don't understand how the IFP solves the "tragedy of the commons" by forcing all BCH miners to pay a fee. The fork(s) of BCH will simply merge code paid for by the IFP, so it is exactly like some miners getting a free-ride, except the chain is now split....

Without the IFP, some miners will donate for development and some miners will get a free ride. With IFP all BCH miners pay a fee and non-BCH miners will get a free ride by merging code paid for IFP. In both scenarios some miners get a free-ride. But with IFP we have split the BCH chain. Seems like the no-IFP version (with some miners simply donating) and having some miners get a free-ride is a better approach.

The other difference is that the free-riding miners don't get the BCH name for their coins if BCH splits.
